Nothing in this update changes your rights or how Vimeo handles your data. The only edits are to two scrambled email links — the one for parents in the Children's Privacy section and the Data Protection Officer contact in the How to Contact Us section. Both links use Vimeo's spam-protection system, which scrambles the address in the page code and unscrambles it in your browser. The scrambling code changed, but both links still point to the same email address as before. No policy wording was touched.
This change appears to be cosmetic (formatting, typos, or contact details).

Vimeo hides its contact email addresses behind a scrambling system (you can see it in the link addresses, which run through 'cdn-cgi/l/email-protection'). The scrambled code after the '#' changed on two links: the address for parents asking Vimeo to delete a child's information, and the Data Protection Officer address at the end of the policy. Both unscramble to the same address they did before, so there is nothing for you to do differently. No sentence of the policy itself was added, removed, or reworded.
