Nothing in Vimeo's Community Guidelines actually changed for users. The only difference is the scrambled code inside the link for the CSAM reporting email address, which is an automatic anti-spam obfuscation that Vimeo's site rotates. The email address, the reporting process, and every rule stayed the same.
This change appears to be cosmetic (formatting, typos, or contact details).

The hidden code in the 'email us to report suspected child sexual abuse material' link was regenerated. Vimeo scrambles email addresses on its site so spam bots can't harvest them, and that scrambling gets refreshed from time to time. The address you reach and the instructions around it are unchanged.
