Nothing about Vimeo's Copyright Policy actually changed. The only difference is in the scrambled codes behind the two Copyright Agent email links — Vimeo hides those addresses from spam bots, and the hiding code gets re-scrambled each time the page loads. The policy text, the DMCA strike rules, the takedown and counter-notice steps, and the mailing address are all identical.
This change appears to be cosmetic (formatting, typos, or contact details).

The two email links for Vimeo's Copyright Agent point to new scrambled codes. This is just Vimeo's anti-spam system re-encoding the same email addresses; the visible contact info, the agent's name (Karen Smith), the phone and fax numbers, and the mailing address are unchanged.
