Before, the page just pointed you to a help page for reporting banned content. Now eBay says it will not act on such reports unless you use the exact channels on that help page — an email to the general address will be ignored. If you report something the "wrong" way, your report may simply go nowhere and you might not be told. This is a bounded, clearly disclosed procedural rule, not a loss of any real right.

What you can do — If you need to report an illegal or banned listing, use the reporting form at ebay.de/help/account/regulatory/reporting-content-ebay rather than emailing eBay directly, and keep a copy of your submission.
