The old policy clearly told you Brave News was off until you switched it on. That sentence was deleted. Brave News pulls content from Brave's servers and your device, so whether it runs without you asking matters. The policy no longer answers that question, so you can't tell from the document alone whether the feature is now on when you install or update the browser.

What you can do — Open Brave's settings and check whether Brave News is switched on. If you don't want it, turn it off there or hide the feed from the new tab page.
